CONCERNING
ASSIGNMENT FOR IMPORT OF RICE

For implementation of resolutions of meeting on Rice Affairs held at the Office of the vice President of the Republic of Indonesia on December 21, 2006, for fulfilling the demand of rice by poor people and to stabilize prices of rice and disasters, it is necessary to increase government rice stock by 500.000 tons.
In relation to the above matters and in view of:
- 1. Government regulation No. 68/2002 on food security;
- 2. Presidential Instruction No. 13/2005 on rice policy;
- 3. Joint Decree of Coordinating Minister of Economy and coordination Minister for Social Welfare No. Kep-46/M.ekon/08/2005 on general guides for coordination in management of government rice stock;
- 4. Letter of Operational director of Perum BULOG No. B.786/II/DO 000/12/2006 dated December 26, 2006 on Schedule of destination of Import of Rice for 2007;
- So, to Perum BULOG, holder of:

The import of rice is implemented with the following conditions:
- 1. Rice imported is white rice with maximum rate of rice broken of 15%
- 2. Procurement of two hundred fifty thousand (250.000) tons from import is implemented based on agreement between Indonesian government and government of the supplying country (G to G mechanism) and the remaining two hundred fifty thousand (250.000) tons are procured by open tender in accordance with laws in force.
- 3. the rice imported in only to increase government’s rice stock and to meet demand of rice of the poor (Raskin).
- 4. distribution of the imported rice is implemented in accordance with instructions of government.
- 5. the import of rice shall be implemented in accordance with customs regulations in force.
- 6. verification or examination is conducted in the country of loading by a surveyor appointed in accordance with decree of the minister of industry and trade No. 67/MPP/KEP/2/2004.
- 7. fulfilling provisions of quarantine affairs as set forth in law No. 16/1992 on animal, fish, and plant quarantines
- 8. submitting report in writing regarding fixed schedule of arrival of the imported rice at port of destination and the quantity and the transportation vehicles to the Director for prevention and investigation of the directorate general of Custom and Excise with copies submitted to import Director of the Directorates General of Foreign trade within not later than one (1) week before realization of import.
- 9. reporting in writing each arrival of the imported rice at port of destination within not later than three (3) working days since arrival to import director of the directorate general of foreign Trade.
- 10. showing original copy of import license to customs and excise officer for every import of rice and completing import realization control card that contains verification of quantity and type of goods imported (see attachment).
- 11. submitting photocopy of the Import Realization Control Card as meant in paragraph 10 above already initialed and sealed by customs and excise officer to import director of the Directorate general of foreign trade on each import of rice within not later than two (2) weeks after rice has been exited from port of destination.
- 12. schedule of arrival of rice at port of destination in Java is within not later than February 28,2007 and schedule of arrival of rice at port of destination outside Java is March 30, 2007 and is respectively evidenced by date of registration of customs manifest in form of BC 1.1 Manifest in accordance with customs regulations in force.
